The Parish Council has been notified that Lincolnshire County Council propose to make an Order under their powers contained in the Road Traffic Regulation Act 1984, the effect of which will be to restrict the speed of vehicles to 40mph on Roughton Road north of the existing 30mph speed limit. The latest data from the village speed sign on Tattershall Road (40mph section) has been analysed and the following results obtained. The 85th percentile speed (used as an accurate measure of longer term trends) has dropped slightly from prior periods to 43.3mph. Also, the percentage of drivers speeding is around 27%, again a slight drop on prior periods. Hopefully this represents an improving long term picture.
Despite these improvements, we continue to see alarming speeds being recorded with instances of 85mph being recorded on more than one occasion, and one vehicle clocked at 95mph. We have also noted cars travelling in excess of 75mph during the school drop off and collection times when children are walking around the village. Continue reading →
Major road works in Horncastle started yesterday, involving carriageway resurfacing, junction and traffic signal improvements in the town centre and the construction of a new shared footway/cycle pathway on Langton Hill.
Phase 1: West Street to be reconstructed from the junction with Reindeer Close to the Bridge Street/Prospect Street junction. Works are scheduled to end by September 10th.
The Parish council has been advised that Kirkby Lane is scheduled for temporary closure:
It will be necessary to impose a temporary restriction to all vehicular traffic on the road detailed below. Adequate arrangements will be made to enable pedestrians to access premises in the affected area while works progress.

Councillor Simon Tydeman has has reported on the data he has collected from the speed sign placed in the 40mph zone in Tattershall Road.Click on the graph below to view the incoming traffic speed results in a new window: You may notice that while most vehicles have been entering the village within the legal limits, 286 have been clocked at 60mph, 102 at 65, 34 at 70, 13 at 75, 9 at 80, 6 at 85, 1 at 90 and 1 at 100mph!
Planning permission has been granted to build an agricultural storage building and construct a vehicular access with a hardstanding area in Kirkby Lane. This application was discussed by the Kirkby on Bain Parish Council who registered concerns regarding a possible increase in traffic hazard in this narrow lane. Just some of the subjects discussed at a lively Parish Council meeting last week, attended by Parish Councillors, village residents and both of our District Councillors, Helen Gorst and Craig Leyland.
Top of the bill, some very welcome news, imparted in person by Paul Bimson from BT, regarding the promised upgrading of broadband in the village. The gist of Paul’s presentation was that we should be connected by optical fibre cable to the Woodhall Spa exchange by May or June next year. He explained that this upgrade will mean the installation by Openreach of one or more cabinets in the village, capable of delivering speeds up to18mb. Continue reading →
